The South African Municipal by-laws allows for the resale of energy and water to consumers beyond the municipal bulk supply point. Bulk Supply Points were implemented by municipalities to lessen the administrative burden due to the increased number of high-density property developments, with the Sub-Metering and Revenue Collection function becoming the responsibility of the Property Management.

Private Utility Flow of Funds
Syntell has been entrusted by a Municipalities across South Africa to perform the Revenue Collections function associated with the Prepayment Vending Service. To meet the requirements of Municipalities, the Syntell Financial Processes (Collections, Reconciliations and Settlement) is geared-up for settlement to the Utilities’ bank account at their preferred frequency (Daily, Weekly, Monthly).
